Lunchbox programme at Bhimtar VDC, Sindupalchowk:
A Joint project of District Education Office, Sindupalchowk, Helambu Education and Livelihood Project (HELP) and CLS-School Initiative Team.
1. Background
Bhimtar is a VDC located in Sindhupalchowk district about 20 KMs off the main Araniko Highway and along the belt of Indrawati River. The VDC, as a whole, is one of the most backward regions in the district in terms of access to quality of education. There are currently 7 schools (4 Primary, 1 lower secondary and 2 secondary) in the VDC with 1686 children enrolled. Approximately one fourth of the local children do not attend school compounded by its highest drop-out rate in the district according to the data collected by the District Education Office. A large section of the VDC is populated by Majhi and Danuwar communities of the total population of estimated 10,000 people who unfortunately continue to be trapped in the vicious cycle of the poverty. Life is a real hardship for these people due to not having a land in sufficient amount to cultivate enough food, so their livelihood is highly dependent on their traditional occupation of fishing in the nearby Indrawati River. One might recall sympathizing the life style of the people there watching a popular Nepalese TV programme “Abhiral Bagdachha Indrawati” years ago. Such method of livelihood is, conspicuously, very dependent on the ebb and flow of the river and for that matter the people there, visibly, live on the edge all the time. This leads to a tendency for the whole family to go for fishing in the hope of a good day so that they can save money for their rainy days. This is the key reason that keeps a huge number of children (specially the grown-ups beyond 9 years old) away from attending the schools regularly or at all.
In view of this, District Education Office, had intensified a campaign in the VDC in an effort to boost the admissions in the beginning of the new academic session in April this year, which saw a good public participation and resulted in nearly four hundred new admissions. However, the drop-out and absenteeism rate continues to be high and uncontrollable. A key factor to this problem is because of the children having to come to the school without lunch which over the time discourages them from attending their school at all.
In light of this scenario, this project has been prepared with a proposal to mitigate this problem by distributing a lunchbox to at least 1000 children from ECD level to Grade 5 in the Bhimtar VDC. The lunchbox will not only enable the children to bring whatever is cooked at their home be it a piece of bread, corn, rice or leftover food etc., but is also hoped to hugely contribute to their regular attendance.
2. Objectives
2.1 To minimize drop-out rate and absenteeism.
2.2 To support children’s long term nutritious and health programme.
3. Activities
3.1 Orientation and mobilization of School Management Committee (To be conducted by District Education Office together with HELP)
3.2 Fundraising (HELP/ CLS- School Initiative Team).
3.3 Distribute lunchbox (Double-decker steel lunchbox) and a spoon.
3.4 Follow Up Visit and Reporting.
4. Budget estimate
4.1 Preliminary Expenses i.e. towards Field Visits/ Orientation Programme= Rs. 5,000.
4.2 Lunchbox and a spoon: 1300 pcs times 150 equals to Rs. 195,000.
4.3 Transportation and follow up visits: Rs. 10,000.
Total= Rs. 210,000.
